Subsidized Child Care Providers

Caregivers who provide child care for families that get help paying for child care. The California Department of Social Services administers both state and federal funds that help income-qualified parents pay for child care.

Often referred to as subsidized child care, local social service agencies pay, on behalf of the qualified family, both licensed child care providers as well as child care providers that are not required to be licensed (license-exempt). License-exempt providers include: family members, friends and neighbors.

In California, the license-exempt providers that are receiving state or federal child care subsidy dollars, except grandparents, aunts and uncles, are required to be registered on TrustLine in order to be paid.

How to Apply to TrustLine

  1. Get the TrustLine application (TLR9163G) form from the agency that is paying for the child care. Or the agency that is paying for the child care will tell you where to get the form.

  2. Complete the application form and get your fingerprints scanned at a local Live Scan location. For all counties except Los Angeles, subsidized providers can find a Live Scan location here: https://oag.ca.gov/fingerprints/locations
    For subsidized providers in Los Angeles County, you can find a Live Scan location here on the Certifix website. Be sure to take your TrustLine application with you to your appointment.

  3. Return the TrustLine application to the local agency that is requiring the background check.

    Please note
    : Subsidized Child Care providers cannot apply to TrustLine online, but they can create a profile on the Guardian database that they can use to communicate with California Department of Social Services, and get background check status information. You can create your Guardian profile here on the Guardian database.
